Oil Pickup Tube Circumcision

I have looked at quite a few pickup tubes over the years and they all have a shroud covering the screen.

What is the reason for this?

Any issues with removing it?

Could it be cold weather related (prevents cavitation)?

To keep if off the bottom of the pan if the pan gets dented in??????

what about low oil, would it help keep picking up oil when it is getting low? vs. just an open pickup?
