Hard start if front end is parked up hill

I have a truck here that is difficult to start when the nose of the truck has been parked uphill. Its like the resivoir is draining down,(have not checked to verify this yet, I have the Trans out for a rebuild now) When ya crank on it, it will try to hit once like its gonna start then wont and you have to crank foever like you just had the oil system drained and have to fill it all back up. if you park it on level ground or with the ass end up hill it is fine and fires right up. any ideas? Im kinda thinking cracked pickup tube.
