GVWR help

Setting up a welding truck for a friend. We know the axle ratings and tires can't be overload, but to trucks GVWR is 9900. Do they care about that or can we get that changed. The axles will let us excied that without a problem.
The front is around 4800 and rear is 6200 I believe, would have to look again to be sure.

Prob depends on your states laws, but would say you would have a hard time getting the 9900 uped. In pa were suppose to take the vehicle to an inspection mechanic and have them sign off if your going to combination it above, in my case 19900, but to the best of my knowledge the 9900 would not change, just what it was rated to tow.
