Steering Stabilizer: What does it do and why (VIDEO)

I am going to start doing videos regularly on stuff like this. No set schedule, but as they come.

This one is the second, and not perfect. I will perfect my terrible on camera abilities as I go. I enjoy editing (past time) so that is my motivation.
