Make sure the harness going into the pcm is seated completely and no corrosion on it. Use contact cleaner and then dielectric grease when you reinstall.

Either that or try swapping the idm with a known good one.

Drop the tank and check the pick up screens .... Mine were bad and now it turns the 38s like nothing
