So my cruise control has a mind of its own and works when it want I can't figure it out I don't think its the clock spring because the horn still works
no cruise control (horn still works...)

Check the wiring at the end of they hydroboost. There is a sensor there that turns the cruise off via your break. The wiring on my 99 was chaffed pretty bad.
When my cruise went out in my 02 it was the clock spring. Also check fuses and relays.

I'll check the wires I've checked all the fuses and relays and I know its not the clock springs due to the horn still working it seems like a wire or sensor because it only works when it wants to
