Default Low Power Issue... Need Help

We have a truck that has been killing us. Truck seems to free rev ok, but if you put it in drive it will not rev, it will slowly...slowly build a little boost but ever so slowly...

Veins in turbo fine and moving
coolant in fuel cooler is full
EBP Map and BARO read the same KOEO, but we have replaced the map and EBP sensors
no boost or up-pipe leaks
I have also replaced the sensor in the up-pipe, the one that causes a no power condition...
Commanded vs actual Rail Pressure is fine

truck is ******d fully and I changed the tuning just to be sure with an SCT file, and there is absolutely NO codes...

I'm assuming all the E G R junk is unplugged? How about the wiring/connector at the EBP and MAP? Good LPFP?
