Took my 2013 F350 in to replace a cracked cylinder head. Had all the symptoms and I knew that's what was wrong. Mechanic agreed. We decided to replace both heads .. new ones, not rebuilds. After completing the repair the shop drove the truck around for two days to make sure all was good. On day 2 during their test drive engine throws a piston rod punching a hole in the block. Who is responsible for the cost of new block and labor to fix it?

Depends what caused the failure. How were you so sure it had a cracked head to begin with? Not a common issue by any means...

Coolant was getting into the exhaust. I could smell it. White exhaust smoke at startup that would clear after a minute or two. Check engine code "cylinder 7 balancing issue. Mechanic said that the engine ran well right until it threw the rod

Agreed.
Doesn't mention if the truck was on a diet, but a leaking egr cooler could have been the cause of both problems. Sent from my SM-N960U using Tapatalk

EGR was ******d 3 years ago. Mechanic says it threw rod #7. I haven't seen the engine yet. They are taking it out right now. I have several friends and acquaintances who either own car dealerships or repair shops and they all without hesitation said that it is the shop's responsibility... that's why they carry "garage keepers" insurance with "error and omission" coverage.

Sounds like you incorrectly self-diagnosed and don't want to pay for your error.
Sucks... but I can't see how this is the the shops fault. If they installed the heads incorrectly sure. But sounds like your motor was already fukked. Sent from my SM-G960U using Tapatalk
