I think you'll be ok with a 33" tire and some trimming. I know mink runs a set up just like that.

is a 35 x 12.5 x 20 out of the question on a 22 x 14 with 2.5" level?

Seems like most 6.4 guys run either 6" of lift or 4.5" lift with a spacer to fit that.

Do you already have the rims and you're trying to figure out how to make them fit or your planning ahead and trying to figure it out? I'm just wondering if you're about to be having some rims/tires for sale?
I think a 35x12.50x20 on a 22x14 is out of the question PERIOD lol.
Seriously though, as previously mentioned it would take at least a 4" with lots of trimming or a 6" to fit that setup.
