It's the way you have the regulator and fuel filter housing mounted. That is the whining your hearing. They need rubber isolator's on them where they are mounted to the fire wall/wiper cowl. There should have been one provided in the kit for the regulator. Let us know if we can help out. Thanks!

i guess i didnt see this post when i inquired last time but thanks. im about to go change my pcv and ill report back. any tips to make it go smoother? i often find myself wrenching on my stuff way longer then it should take cuz something always goes the wrong way for me.. lol

nada.. clean. unless the fuel that spilled out with it cleaned it off.. 108k miles. hard miles too..
