Icp voltage bouncing around at high rpm

I've got a 04 6.0 with the rear icp sensor. It was leaking oil bad through the connector and I replaced the pigtail and icp sensor. Both before and after sensor replacement, when at high rpm with the TC unlocked the truck starts skipping/running rough like it is missing. Only thing I can see that changes is ICP voltage starts jumping around when this occurs. Any thoughts? Haven't seen one do this yet!

bad injector?

It could be the pump starting to die as well.
