Me made a few of these some time ago. Curious of interest in these as a kit? It would include piping, pedestal, drains, Etc. These are for sled pulling and drag racing. We have seen the 1.10 T6 housing flow improvement really wake these trucks up on the top end.

So this is just a question I don't even own a 6.4. Would a 1.1 housing make more power over a .9 even if the .9 was gated to the same psi?

The quick and dirty explanation is..

A T4 flange only offers 5.9 cubic inch of port area. The T6 flange is 9.2ci. That is 56% more flow based off strictly the port face volume. This is why all competition trucks for example the sled pulling Cummins, run a T6 manifold with a T6 housing. The 2" tube from the up-pipes are much better suited flowing into a T6.

This would not be for a street set up FYI, but your question has a lot of variables. Fuel and engine set up being the two main ones. For competition use the 1.10 would be the better choice for big fuel, where the .90 is better for drivability in a street truck application.
