electrical troubles

p0113 intake air sensor circuit high
p0193 rail pressure circuit high

seems simple enough right? I run through the prodemand trouble shooter for both codes. Both troubleshoot out to bad pcm. piece of cake. customer opts to put in a used pcm, fine with me. I get the used pcm install it and have the exact same 2 codes! I run through the troubleshooter yet again, this time with the second pcm and get the same results of a bad pcm. I go one step further on teh trouble shooting and actually remove these 2 wires from their respective pcm connectors and still have sensor voltage, 5.0v on the iat sensor and 3.16 on the rail pressure sensor. same exact voltages as i was seeing with the original pcm. How in the hell is this possible? Is this just a coincidence that the voltages are the same with both pcms, or is this common for these circuits to fail at these voltages? I hate to gamble with a new pcm only to have the same results. ford retails pcm for 1300 and 100 to flash it.... I dont want to eat that if im missing something super stupid simple. any ideas?
