6.0 Stall Out/Power loss

So after this snowstorm and during my F550 6.0 is doing a few things, 1 it has a huge power loss at times, I will be driving it and I will have the pedal to the floor and it will not rev and it will only go about 10MPH. When I let off the gas it comes down to an extremely rough idle, and sometimes stalls out the truck. When this happens if I shut off the truck and let it sit for a minute or two it goes back to normal and will run fine for however long and then it does it again. The second thing that it is doing is the turbo is blowing off loudly and chattering to "blow off the boost" after i push snow or step on it and it is loud also kind of makes a winning noise. I have never had any problems like this before and the truck has been surprisingly reliable. I believe that it could be the EGR system or a module but could the two be linked all turbo hoses are there ect. but I am stumped and with another snow storm coming I need to get it fixed!!
Any help would be greatly appreciated!!!

Are u running an additive in your fuel? What is icp doing

I run the silver Power Source additive and how do I tell what those are doing ?
