I'm no expert, but your turbo has veins inside of it to change the size. It's smaller for quick spool up and then veins "open" to push more air. Something electrical could cause the veins to stick open or soot build up could cause them to stick open.
Have u ever noticed when you first start your truck it sounds like a big block v8 then a few seconds later it starts to whistle? that's the veins closing and causing that.

Just throwing out ideas trying to help.

What if the veins are stuck? Easy fix or does that mean turbo is shot?

Oh, I thought it was a 7.3, check the EBP sensor, if that is not the issue, then pull the turbo, and see if you can clean the vains, and such. If still no good, new turbo time. Happened to me

Is that on the passenger side of turbo? Any way to check that other than buy a new one?

There is a fitting on the drivers side manifold, follow the tube up should be right next to the upper radiator hose. It should throw a code, but I don't recall what code it is

Ok. What could cause the supply line to be messed up?
