02 headlights only work on high beam

Trying to help my grandfather fix a problem that has come and go, but now a permanent issue. The trucks running lights, fog lights, and blinkers work how they should. The high beams work when you hold the blinker/high beam selector back but not in the locked forward position, and no low beams at all. He replaced the switch and fuses without any luck. I used to flip the switch back and forth as well as the high beams to get the low beams to work but that no longer does the trick

Which switch did you replace? The multi switch? Or headlight switch?

Headlight switch I believe, from Ford. He said when he replaced the fuses the high beams altogether quit working too

Need to do the multi switch on the column then.
