No fuel pressure. Need help please.

Ok, installed high pressure Fuelab pump 40401on existing base of the velocity 200gph system, 75micron pre-filter backed to it, outlet fuel ran to regulator, through regulator to inlet of topside HS filter base. Return from regulator ran down and T'D to the return on the filter base which goes to tank. 85psi pump, already bled Pressure at outlet of filter base and can't build psi. Regulator half turned in. What am I doing wrong?
