Pressure in coolant system, fresh build

Getting exhaust gasses in a freshly rebuilt motor, along with freshly gone through heads. They said they "replaced" the cups. I just tried the first 3 cylinders on the drivers bank by pressurizing the cylinders and its building pressure in the tank pretty quick. Possible for the cups to not be seated/installed correctly? Or the left the oem ones in and when they hot tanked it the loctite "broke" loose? Heads were surfaced and running OEM HG's and ARPs. Has like 10 min of run time on it, highly doubt it's a HG. Or any chance the dowls for the heads are too tall now after getting resurfaced? Causing it not to lay flat?

Highly unlikley dowels are holding the head up. I would suspect the cups were not replaced as stated by the machine shop.

I have the cup tools, and sealant if you need to use them if that is your problem. Have a set of cups also. I am in CA, central coast.

Ask machine shop again if they know for certain they replaced the cups
