AC pump cycling

Should my AC pump be cycling on and off fairly constantly, even while the heater is on? It would make sense when using AC, but not heater

What setting is it set to for the vents? I believe that any setting with two vents involved will run the AC.

Defroster runs the ac on and off to condense any water in the air so it won't condense on the inside of the windshields
