wouldnt it make more sense to just add another sump? wouldnt another outlet cut the flow capibilities?

Correct..........plus one sump should flow more than enough fuel

If not its nothing you cant do yourself with a drill and tap.

As long as he keeps enough fuel in the tank flow shouldnt be a issue.
