Yep sounds like warped rotors, and possibilly a bent rim, or out of balance tire if it shakes when your driving. Warped rotors should only really affect you when you are stopping. And the death wobble is different then what you described. I have experienced it twice in my truck. Hit a bump...

Yes you will need to get a license from Spartan to use it on a different truck. I bought it for a truck I was suppose to be buying, but didn't. Found a good deal on it and couldn't pass it up. I will work on price with you. Make me an offer.
