Maybe it was a transplant then? It had an XLE4 ECM, and the E99 turbocharger, but clearly said 250 HP on the valvecover sticker. It felt stronger by my butt dyno than the late 99 250HP that I currently have.
so far in 7.3's I've seen 215, 225, 235, 250, and 275, I'd have to assume it was all about the horsepower war that was / is going on. My old early 99, and my current late 99 are both 250 Hp engines, although the early 99 felt considerably stronger stock and chipped.
