03 Turbo Sticking?

I noticed that the turbo whistle on my truck will start and stop when idling. Is this normal or are the vanes in the turbo sticking? When idling, the turbo sounds like it spools up a bit, runs like that for a few seconds, then sounds like it spools down to nothing.

It's just the Vgt cycling bud. Normal operation, nothing to worry

Thanks fellas. Didn't really notice it when I first did the exhaust and I didn't know that they cycled up and down like that.
