2000 7.3 speedo problem

my truck is a 2000 7.3 4x4 with a zf6. the speedometer does not work till I hit 55mph.. after that it works great..i just got finished doing a complete service of the truck. all fluids, and filters. while I was doing the read diff I pulled the VSS and it didn't have any metal stuck to it and was relatively clean. I went ahead and cleaned it up good with brake clean and checked out the tone wheel.. nothing looked bad... is it a simple case of just old and needs replaced possibly? truck has 296K on it.

My speedo started acting funny on my 2001 @233,000 replaced all abs sensors/speedo sensor since the abs light was on. Still acted funny. Ended up being an intermittent short in the wiring where it comes down to the rear differential. You can check for that with a multi meter. Pretty easy. Sensors cheap to. 10-12$
