2014 F350 Turbo boost issue

My friend has a 14 6.7. I am having issues with turbo boost pressure. When I step on it hard my turbo boost goes to 22psi and then drops to zero. When I get off the throttle and step on it again the boost goes back to 22psi and then drops right back down to zero. The truck has had the *** ******d but not the EGR yet. I have tried two different tuners to ensure that wasn't the issue. Fuel is good and I have good air. It drives perfectly fine under normal driving conditions. Its just when I go fuel throttle boost goes to 22 and then zero. Any suggestion or if anyone has had or heard of this would be great to hear about. Thanks guys and gals.

Not to sound ignorant, but by good air do you mean the plastic intercooler pipe isn't busted up?

Yeah all piping in tack and new cold air intake.

The boost pressure will hold up to 15 psi, but once 22 psi is achieved it bleeds off rapidly to zero. If any further info is needed I would be glad to add. Thanks.

what brand is the intake

K&N but the problem was there before that was installed it has been an on going troubleshooting nightmare.

What tuning and when did the problem start in relation to your d3letes?

Well got it all figured out it was a turbo waste gate failure. Thanks for the help.
