97 f250 gpr wiring problem

My voltage is all fine.... its just that the pcm controlled ground has 1.3 volts with KeyOnEngineOff , and ground with key off .. is this a bad pcm?

Are you checking that wire at a point where the PCM would be trying to activate the relay. If so I would tend to say yes but I might check the this at the 42 pin connector.
