CTS not reading FICM voltage correctly?

So im looking at a truck for a friend and he has a edge CTS monitor his ficm volt reads around 30-40 when you first start it up after a little driveing it gets back up around 46-48.
The truck runs fine the entire time, no rough start/idle or anything like that. Could the CTS not be reading correctly.
Any ideas what i should check next, can i check voltage with my fluke meter and where would i do that?

Forgot to add i load tested the batteries and checked the alt and its charging fine and the batteries are good.

Okay i will let him know figured the ficm was bad just wanted to double check, i thought they usually ran like crap when they had low voltage?

You can pop the small cover off the top & check voltage on the pins.

But go ahead and order a ficm or have it rebuilt lol

Ill do that first just to make him happy, then let him decide what he wants to do to fix it.

If the incoming ficm voltage is low ( the 13volt side ) the output will be low. Ficm could still be good.

Agreed, the FICM could still be good. What's battery voltage doing when this is happening?
