Front Wheel Bearing Help

Im installing new front wheel bearings on my 95 F350. When I place the outer bearing inside the hub then go to tighten the first locknut I cant get to the threads as if it seems like the hub assembly isnt back all the the way. Do I need to tap the bearing and hub back with the socket to remove the retaining nuts to seat the bearing? Then what is the process of tightening the locknuts so it doesnt overheat the bearing

The bearings are a close fit to the spindle and it is easy to get them just a tad cocked to where they do not slide into place.
