Fuel pump won't shut off

'07, pump continues to run with key off. I pulled all the relays under the hood, had to pull the fuse under the dash to shut it off.
Any ideas?
Bad ECM?
Short in wiring?
Wondered if anyone else has run into this?

Weird scenario, for anyone interested.
Fuel pump had very low psi, so we swapped in a new pump and it operates fine.
:shrug:
Just thought I'd follow up.

Seems odd for a weak pump to cause that. I would be leary of the main fuse box.
