If the injectors are firing, but the truck doesn't start, then you don't have ICP?

No smoke I take it?

Sounds like maybe the PCM is refusing, or is unable to ground the IPR. If you had ICP and the injectors were firing but out of time you would have smoke. If there's no smoke, the injectors are firing and it's not running, then there's no ICP, or no fuel if there is ICP.

Can you manually ground the IPR and see if it fires up?

try unplugging the ICP and see if you still have the problem. That will quickly eliminate whether or not its on its way out. My truck had a bad ICP and then the PCM went right after. It sucked.
