I'm working on a 2000 f350. It idles fine and under light throttle it runs fine. Anything over half pedal it looses power and starts skipping and shaking if you back off the pedal it will smooth out. The icp is bouncing from 350 to 500 when it does this. I unplugged the icp sensor and the pressure reading stays high but it still runs the same. I have also tried a new ipr and the screens have been cleaned in the tank. Does it sound like a bad hpop

Check the duty cycle on the IPR, as well as the fuel pressure under load.

Sounds like a fuel pressure issue to me, but it could be injector or ICP related as well.

Pearson,
Id agree it sounds like HPO supply and control-- like a leak (inj orings, etc). How is lube oil pressure? The HPOP manual should be able to direct your troubleshooting efforts. Did the truck throw a p1211? If the truck has real high mileage, the pump could be worn, but theyre pretty durable.

Measure fuel pressure to be sure, but Id be thinking about oil supply for now.
