is 450hp clutch engine rating or what it puts to ground?

The reason I ask is I believe my 450 Hp CON-OFE South Bend clutch is slipping the upper tunes, is that rating what it will clamp engine wise, and only put down 350 or so to the wheels, or will it clamp about 550-600hp engine wise and deliver 450 to the wheels?
