Just installed tugger and having issues !!

I just installed a tugger in my 4r100 and in OD it waits until like 3200 RPM to shift and if I shift it manually it shifts like a dream. Not sure where to go from here

3-4 timing valve been checked ?? Make sure you have proper spring count that the kit required ..??

It's acting like its shifting from 1st to overdrive. If I put it in 2nd them it acts like its in neutral unless I start from a stop in 2nd them its ok. If I manually shift it through the gears its ok but 2-3 it seems to slips before getting in gear. Once its in 3rd it shifts to overdrive fine
