Low Pressure Oil Issue

06 King Ranch 2wd drive. Buddy needed a hand getting it running. Dropped it off on a gooseneck! Scanned for codes and had a low ICP code cleared it and no start. Unplugged ICP sensor and still no start. Monitored ICP while cranking and got 5 psi. FICM sync and voltage are all good. Pulled off the oil cap and found a fram filter in there. Kept the cap off while cranking and it fills with oil then drops right down. Put the filter in and pressed it down while cranking and it does the same thing. Is the bypass valve in there the issue? If so how do i fix it? Also oil gauge on the dash does not move. So far fuel side checks good.

Ideas? Could it not be a low oil pressure issue since the filter bowl is filling? I pulled the ICP sensor and tried starting it to see if oil would fly out and it didn't. Could the HPOP be the issue? Need some help!

Push the drain valve down with a screwdriver and crank the motor. It should fill the can in about 10 seconds.

Drain valve worked as advertised! Just swapped out the IPR. Fired right up! Truck has some nasty sludging issues.
