There is a small relay soldered to the circuit board of the instrument cluster that controls the retained accessory power-related stuff like windows and radio. The solder joints commonly fail causing the issue you describe. This is an 02-up thing and if tapping the dash solves your issue for the remainder of the key cycle, your problem has been found.
