"Normal" Water Temp

I have had my ScanGauge II for 6 weeks now, and I have never seen FW temp over 179 degrees. EOT is always within 5 degrees of FWT (new oil cooler and BPD EGR cooler, coolant flush and Delo ELC). This brings to mind a couple of questions: What is normal operating water temp? Should it get up to 192? If it never gets above 179 is my thermostat stuck open? If so, does this harm the engine or reduce fuel mileage?

mine usually runs about 182 or so when it is below 40 degrees out

over summer with it being 90* outside i would see 190-192
