Not building heat

It's been colder lately, like 30-40 outside, and my truck will only get to 160 tops. I can drive it for 20 minutes at 60mph and it won't get any hotter. The odd thing is it'll hear up to 150 really quick and then stop going any higher. I have a few ideas myself but wonder what else it could be. I'm thinking thermostat or sensor. Any ideas?
