oil cooler flush problems

A buddy changed his bad oil cooler and claimed he flushed it for a hour, but today I noticed his coolant is still milky for some reason? Is there a better way to get these things clean? He let the truck idle and stuck a hose in the degas and unplugged the radiator drain.

The truck was never ran to temp for the regulators to open?

I wasn't there.

All they did was rinse the radiator then. Fill cooling system with cascade and water, run to temp, drain, repeat. Finish with 1 or 2 flushes with water.
