Do the 238/100s spool the 366 up good?

My 366 spools almost to fast if there is such a thing litterly cruising 22-25 mph at 1100-1300 rpm there is 2-4 lbs of boost... In any tune accept my exstream heavy tow tune i can mat it and hit 40+ before it ever leaves first.
