Throttle Surge

I recently changed the oil in my truck using Motorcraft Oil and Filters and some days i'm getting one or two throttle surges a few seconds after it turns over. One evening after not driving it for a few days she actually stalled, but started again without issue. While driving around I have absolutely no issues, I was just wondering what could be the cause of the surges. I have not yet changed the fuel filter or drained the Fuel/Water Separator (that is next on my to do list), could that be it? After purchasing Cetane booster at my local dealer I asked the diesel specialist at the quick lane and he said it may have stalled due to the float sitting weird since it happened one time, but the surges may happen because of a dirty filter but to bring it in (at a rate of $150/hour) for them to check it out? Suggestions?

Scanned it for codes tonight, got an ICP Code. Added some oil the other day (it was low), but still getting some sputtering sometimes, could it be the fuel filters?
