volts fluctuating

My volts are fluctuating from 13.7 to 15.1. Also my headlights flicker constantly. Is this an alternator issue? Thanks in advance.

Alternator or battery cell issue. Have em tested

Probly is alternator or battery's.
Could be a ground issue also.

X2 on testing your batteries and alternator first.
