Last few days I've been getting I whine noise from the front of my engine. Today I pulled the Beltane started it for a few seconds and the noise went away. I've narrowed it to either the fan clutch or the water pump. My question is how do I tell if the fan clutch is any good?

Not to say it can't happen, but I've never heard a fan clutch make noise. Pretty much always failing bearings in the water pump.
Spin it by hand. Also lift up on the fan. See if there's play.

It should have some resistance. But it shouldn't be locked tight.
Does it sound like it's always locked?
Cold they'll be hard to turn. Warm-ish should be easier.
Sometimes you can clean out the spring on the front.

I would start with the idler and tensioner then move onto the vacuum pump, alternator then to the water pump.

Usually a squeal is a bearing going out. If the tensioner and idler were never replaced, I would replace them as PM. I would also replace the belt as it can also squeal.

Just ordered the tensioner and both idler pulleys. Hopefully it's one of them.

The vac pump will fail quickly if it's the one making the noise. Look for excess grease and shaft wobble. A little wd40 shot on idler bearings and belt at pulley entry will eliminate those.
