zf5 swap no start

Just finishing up my zf5 swap on my 96 f350. I have finished everything with the exception of getting the truck to start. It was my understanding that if i used the wiring harness for the zf5 that is was just plug and play even though i still have the automatic pcm. I have power to my starter and relay, and all the other electronics work but the truck will not crank. I checked all connections and am out of ideas. I do not have a neutral safety switch, my truck is an xlt so i do have cruise control but it hasn't been hooked up since i bought it. any help or suggestions would be appreciated.
