1997 7.3 Starts every time, then dies after a couple of miles. P0563 P1660 P1281 P0603

I have been chasing an intermittent shut off issue with my 1997 F250HD 4x4 5 speed for a couple of months now. The truck starts just fine and then will drive fine for 2 to 7 miles before it starts shutting off repeatedly. Wait to start light lights up when this happens. RPM gauge shows correct RPMs. It restarts normally then shuts off again within a mile of two, sometimes less.

Currently throwing codes:
P0563 System voltage high
P1660 Output circuit check input high
P1281 ICP pressure circuit high
P0603 KAM error

What I have done:
Replaced alternator
Replaced engine wiring harness
Replaced all under valve cover wiring harnesses and both gaskets
Replaced IPR solenoid and pigtail. Nut on back of IPR is tight.
Replaced CPS
Swapped IDM with known good one.
Changed fuel filter.
Checked fuel pressure (52 psi)
Cleaned all the ground wires
Swapped out fuses related to the engine

No change with ICP sensor wire unplugged
Injector buzz test shows no faults
Cylinder contribution test shows no faults

I've attached a file from AE with various "truck driving around the neighborhood" readouts regarding the codes above. In the top of the file is a excerpt that shows the reading when it shut off. The 15.9 volt spike in system voltage is concerning as it also seems to spike the IPR voltage above where it would normally be for the stated pressure and duty cycle. Then it shuts off. Any thoughts on what could cause this voltage spike would be appreciated.

Next on the list would be to change the PCM and/or the IPR valve both of which are a bit expensive so looking for some advise on which way to go next.

There are guys way better at this than me. hopefully they will chime in.

But I see where you said the wait to start light comes on when this happens.

To me that says that the PCM has reset. Or lost power temporarily.

If it was my and my limited knowledge on the matter I would put a dummy light on the power supply to the PCM and see if the light flickers or goes out when this happens. It would eliminate an ignition switch or fuse box issue.

I can’t remember, as I don’t work on them a bunch, do obs trucks have a fuel bowl heater? If so unplug it and see if it fixes the issue
