They clip,right on with no modification. You will have a small 1/2 gap on 99-07 trucks

How much are you asking for them WITHOUT tweeters?

Yea they clip in. Modification I was meaning is that it looks like you could just elongate the holes to get the gap covered.

Any idea if all 08-10s were pre wired for those tweeters?

Not sure, these have different tweeters in them so the factory harness is not on them anyway
