No power

I have a 2003 that's been all gone over, bulletproofed etc. I got a issue that I cannot figure out. Truck starts and drives fine but I get turbo bark over 1800 RPM and no power. No black smoke at any point of time and on Torque everything looks great. It makes boost but still no power. Could it be injectors? Here's a list of everything that's been replaced in the last 2000 miles:
ARP head studs
OEM HPOP
Black Diamond head gaskets
OEM engine gasket set
Bulletproof Diesel remote oil cooler and filtration kit
BD Diesel FICM
05-07 10 blade 68mm Powermax turbo
05-07 turbo pedestal
Sinister coolant filtration kit

Is there a cat in it? What is your vgt learn number? Is the throttle plate still on the truck? What is fuel pressure?

Vgt learn should be over 7, fuel pressure should never drop below 45, if it still has the throttle plate, try unplugging it, or if you can remove the plate itself from the arm. I can’t remember if they’re little bolts or rivets holding it on. If your vgt learn number is 0 or -1, and there is a cat on the truck, unbolt the cat from the down pipe and see if it runs better.

Last would be unplugging the ebp and seeing how it runs. These are inferred ebp readings, so the computer isn’t gonna tell you anything really on it.

Vgt learn should be over 7, fuel pressure should never drop below 45, if it still has the throttle plate, try unplugging it, or if you can remove the plate itself from the arm. I'll try unbolting the cat and look at the values again. Truck has a 05-07 elbow so it doesn't have a throttle plate. EBP being unplugged made no change at all

Vgt learned number is different than vgt percent. The 03 and early 04 trucks had a relearn they did and there is a pid called vgt learned events on ids, not sure what it is on the other scanners. Definitely unbolt the cat, had several that were plugged that threw me for a loop for a few hours until I realized I had run into it before.
