I pulled my filter and took a look at my turbo and saw this, there next to no play, I feel a bit of resistance but I'm sure it needs to be cleaned bad, just wondering if all this oil is normal

I need to replace this bar because the joint is bad and i have measured 2 1/2"s of play due to this everything else is tight, can someone give me an idea of what its actually called so i can buy a new one? 03 f350 6.0l 4x4 cc if that helps any P.S. the joint at the pitman arm is fine
