I have a ported compressor cover, is there anything else being done to these? Seems I recall reading about a billet wheel? Anyone know anything?

Yeah Billet is what I have heard most about. There was like a 15 pages thread on psn about it. Basically the wheel can flow more volume and spools faster.

That's a Precision turbo, not a wheel for the 38R.
