I have a 96 powerstroke. It had a smarty tuner and a cold air intake. But it wont start its not getting any fuel to the fuel bowl. Im thinking its the relay but not sure. Where is the fuel pump relay located?

Your pump, if stock, is a mechanical pump. Try cranking with fuel bowl lid off.

Right behind front cover. Fuel pump is between fuel bowl and turbo.

Can you load some pics? Did someone else install an aftermarket electric pump?

If it has an electric pump, you should hear it run when you turn the key to the ON position. If you don't hear it, get under the truck, find the pump & start tracing the wires towards the engine & go from there.

Yeah we got it figured out.. it was the switch that switches from the front to rear tank. Thanks for your help!

I'd look in the valley again, if not then you have a lot of looking to do to figure out what a previous owner has done to the truck.
