bad idm? Also waste gate solenoid

Ok so you may have read my other posts about my 99.5 f350 nightmare, Im wondering if my idm is toast.I hooked up a test light & checked the pins coming out of the box & the pin holes on the harness stated with 23&24 nada I checked every hole&with my ground going 2 a good bolt I couldn't get any signs of life through my test light, I used the same ground&touched battery&a few other things to make sure light worked&it did.So is my idm fried or am I not checking it correctly? PLEASE HELP .thanks oh yeah & the wastegate solenoid was clicking but Im thinking maybe just a bad battery connection? Thoughts?

If the buzz test passed, your IDM is good.

It won't do it now,I just wanna kniw if the light should light up
